Monthly Board Meeting Minutes

July 25, 2026

Meeting Minutes As Follows:

 

  1. Introductions by all attending.
  2. Meeting called to order at 09:14
  3. Confirmed Quorum.
  4. Last Months Meeting (June) was Cancelled.
  5. Rates and Practices, adjustments needed as allowed by California Corporation Codes, unpaid Water Bills, unpaid Stand-By fees, methods to recover unpaid bills: impose Late Fees, file a Lien on property, if property owner is unwilling to work with company to pay off debt that is owed.  Continuing efforts to develop rates that will be proposed for residential, business, and agricultural uses.
  6. Mutual Water Company standardized new rates, following best practices set by other local water companies and adhering to laws and regulations governed by both County and State Water Control Board, will be proposed at a future meeting regarding:
    1. Size of water meter
    2. Water usage through adjusted tiered rates
    3. High usage; business, agricultural rates.
  7. New Business: Providing water outside of our community. Informative letter with legal ramifications will be posted on company website and will be included in mailed billing.
  8. Why was “maintenance fee” added to billing?. To help offset the cost in clearing each month around all water meters and the planned maintenance at the Water Yard. Along with all water company infrastructure cost.
  9. Board “Resolution” was proposed to adopt fines for providing water to anyone outside our community as we are legally bound and only allowed to provide water to customers within our community.
    1. 1st Offense: $250.00
    2. 2nd Offense: $1,000.00
    3. 3rd Offense: Water Shutoff and meter removal.  Meter will be reinstalled after 1/4 of the cost to install a meter is paid, and or 1/2 of total water cost that was provided to any outside entity is paid.
  10. There was a “second” on Board Resolution, all attending were in favor.
  11. Resolution “Passed”.
  12. Open forum: 1. Theft occurred in Saddleback State Park, community helped identify vehicle. 2. Fire Safety: Be Alert, Be Safe.
  13. Next Meeting: August 31st at 6:00 PM.
  14. Meeting adjourned at 10:00.
